Opt-out
An exclusion (opt-out) of an installation from the EU emissions trading scheme was in principle possible in 2005-2007 period. From 2013 on, EU member states may exclude certain installations from the EU emissions trading scheme which have reported to the competent authority emissions of less than 25,000 t CO2 and, where they carry out combustion activities, have a rated thermal input below 35 MW, excluding emissions from biomass, in each of the three years preceding the notification. Equivalent measures to achieve emission reductions are mandatory. Hospitals may also be excluded if they undertake equivalent measures.
