National Allocation Plan (NAP)

EU member states create a national plan for each period specified in the EU Emissions Trading Directive. The National Allocation Plan (NAP) outlines the overall quantity and procedure of allocation of allowances to individual facilities. This plan must be based on objective and transparent criteria, including the criteria specified in Annex III, taking due account of comments from the public. NAP I refers to the plan for period 2005-2007, NAP II to the plan for period 2008-2012. From 2013 on, there will be no more NAPs but an EU-wide allocation plan.
