Leakage

Reductions in greenhouse gas emissions by Annex B Parties to the Kyoto Protocol that may reappear in other countries not bound by emission limits. For example, restrictions in developed countries may shift investments in emission-intensive activities to developing countries. Also emissions that appear outside the boundaries of a CDM/JI project, but may be attributed to that project.
