Carbon Leakage (CL)

Refers to energy-intensive sectors exposed to strong international competition. In order to avoid a shift of production and emissions to other countries (leakage), carbon leakage sectors are granted 100% free allocation of EUAs based on benchmarks as opposed to reductions in grandfathering for non-carbon leakage sectors.
